In the past, new players were restricted to the harbor until you spoke to the harbormaster and picked up a quest to assist Guard Tember in The Waterworks in searching for two missing boys; the brother's ar-Kerran. Once completed, he would then allow you access into the marketplace and the adjoining enclaves.
