Description: The Harbor Guards are employed by Coin Lord Wylkes to monitor who comes and goes in the Stormreach Harbor and collect fees, tariffs, taxes, and bribes. Their first priority is to ensure the Coin Lords get their money but they also engage with refugees entering Stormreach and recruit adventurers to do various tasks required by the Coin Lords.

The Harbor or The Wayward Lobster[edit]

Male Guards at front of refugee line before Refugee Toll is bestowed:

  • Harbor Guard: Refugees must pay a toll of 1 Platinum Piece each to enter Stormreach, no exceptions!
  • Harbor Guard: (These options are only available until you reach Level 5.)
    • You: Toll? You mean a bribe?
      • Harbor Guard: And what of it? The Coin Lords have only decreed that no tolls nor tarifs may be levied of adventurers.
      • Harbor Guard: Everyone else is fair game! (Ends conversation)
    • You: (Bluff Check: 11) I hear one of the refugees is a spy, working for the Coin Lords. Will they be angry at whoever held him up?
      • Harbor Guard: (Success) By the Host! Lord Amanatu wouldn't hesitate to use that huge axe of his! (Gulp) All refugees are free to enter Stormreach! No toll is necessary! (Refugee Toll bestowed, open Quest Reward UI)
      • Harbor Guard: (Failure) Hah, I wouldn't put any stock in that rumor! The Coin Lords can afford the best of agents, not one of these worthless wretches!
    • You: (Diplomacy Check: 12) These people have no money. But if you let them cross, they'll owe you a favor!
      • Harbor Guard: (Success) Yes... yes! They may have no money now... but if even one strikes it rich, then I'll have a powerful patron! All right, I'll let all of them through. (Refugee Toll bestowed, open Quest Reward UI)
      • Harbor Guard: (Failure) Be serious, once I let these pathetic wretches in, I'll never see them again!
    • You: (Haggle Check: 5 - 1 Copper) A platinum! These refugees don't have a single copper to their name! As for me, I have a copper right here. What do you say - a platinum no one has, or a copper from me right now?
      • Harbor Guard: (Success) Oh... very well. I guess even a single copper piece is better than nothing. (Refugee Toll bestowed, open Quest Reward UI)
      • Harbor Guard: (Failure) Oh please! What do I look like, a beggar? If they rabble can't come up with a platinum piece, they can wait for all eternity as far as I care!
    • You: (Intimidate Check: 10) Listen, you weasel. Let these people through before I shove that mace of yours down your throat!
      • Harbor Guard: (Success) Gah! Ah... don't do that, please! I'll... I'll make it right! All refugees are free to enter Stormreach, no payment necessary! (Refugee Toll bestowed, open Quest Reward UI)
      • Harbor Guard: (Failure) Pah, attack a guard, in public? Make yourself unwelcome in all of Stormreach? No, I think not!

Male Guards at front of refugee line after completion of Refugee Toll:

  • Harbor Guard: All right, all right, you win! All refugees are free to enter Stormreach without paying.

Female Guard on the island with the lighthouse:

  • Harbor Guard: New arrivals should go through customs.

Male Guard on docks near the island with the lighthouse:

  • Harbor Guard: (Grumble) By decree of the Coin Lords, adventurers must be allowed to pass without tariff or hindrance.

Male Guard talking to Merchant on docks leading to lighthouse island near Stormreach shore:

  • Harbor Guard: I don't care what your goods are. You don't pay, you don't unload your cargo.

Female Guard at entrance to Cerulean Hills:

Harbor Guards without unique dialogue say the following things:

  • Harbor Guard: Stormreach is built on top of old Giant ruins. Guess it was easier than clearing out a new spot in the jungle.
  • Harbor Guard: Kobolds in the sewers are the City Guard's problem, not the Harbor Guard.
  • Harbor Guard: Did you see that last shipment of exotic animals? I wish I was on watch when those came in!
  • Harbor Guard: Everyone sees the big statue when they arrive in Stormreach - the Emperor. They say it guards some ancient demon - that it'll get loose and destroy Stormreach some day.
  • Harbor Guard: Unless you gonna donate to my retirement fund, I don't wanna hear about it.
  • Harbor Guard: We get a lot of refugees from Khorvaire, now that their "Last War" ended with Cyre getting blown up to Khyber.
  • Harbor Guard: We enforce tariffs on all cargo going in and out of Stormreach.
  • Harbor Guard: Bah, you another mercenary? There are boat-loads of you now that Khorvaire's at peace. Lucky there's a ton of work for you lot in Stormreach.
  • Harbor Guard: I got complaints of kobolds stealing things from warehouses. Bah, I'm paid to make sure people pay their tariffs, not to go chasing after no kobolds.
  • Harbor Guard: The Harbor Guard answers to Coin Lord Wylkes - not like those City Guard flunkies of Lord Amanatu's.
  • Harbor Guard: The Coin Lords rule Stormreach. Be sure to pay them proper respect!
  • Harbor Guard: What? You want to report a mugging? A kobold assault? There's a 6 month backup, buddy...
  • Harbor Guard: Stormreach is a great place to be a guard! Hardly have to lift a finger, and everyone's ready with a bribe.
  • Harbor Guard: The big statue, the one with the beam going into the sky? That's the Emperor. They say it's from the time Giants used to rule this whole area.
  • Harbor Guard: They say Stormreach used to be a pirate den, and the Coin Lords were the pirates! Don't let them catch you saying that though.
