After you complete every other quest in the Sharn Syndicate chain, however, he will reply:

Madhand Mulvaney: Well, if it isn't the famous <name> everyone's talking about. Coin Lord Amanatu has really noticed you! And, he wants you to take care of a problem.
Madhand Mulvaney: See, Talon Darsin lives in a big house back in the Tenements. Get rid of Talon and Lord Amanatu will be very impressed indeed.
You: Who's Talon Darsin and why do you want him dead?
Madhand Mulvaney: Talon Darsin is the head of the Sharn Syndicate here in Stormreach. But with all you've done against them, Talon's desperate now. He's called a meeting to unite all the Stormreach gangs under his Syndicate.
Madhand Mulvaney: Coin Lord Amanatu wants Talon taken out - un public, with everyone watching. The message to Sharn will be loud and clear.
Madhand Mulvaney: When you're ready, I've created a cover for you as a gang member. You can just walk into Talon's residence in the Tenements, and do the deed. Of course, getting out alive could be tricky.
You: So be it. I'll eliminate Talon Darsin and destroy the Sharn Syndicate. (Bestow quest)

Talking to him after acquiring the quest, but before completion, will make him say:

Madhand Mulvaney: Get a move on, <name>. Talon Darsin is due to meet with Stormreach's gangs any minute now.
Madhand Mulvaney: You need to get to the meeting in the Tenements and eliminate Talon before that happens. I created a cover for you as a gang member, so they won't see you coming.

On completion of quest, he will congratulate you with the following:

Madhand Mulvaney: I admit, I was wary of Lord Amanatu placing so much trust in you, <name>. It just goes to show that the old Coin Lord is no one's fool.
Madhand Mulvaney: I have two things for you. The first is a little reward.
Madhand Mulvaney: The second is a word of advice - stay on Lord Amanatu's good side.

After completing the quest and take the reward, if you talk to him again, he will reply:

Madhand Mulvaney: Hello again, <name>. I keep a watchful eye since you destroyed the Sharn Syndicate, but things have been quiet.

He can be found guarding the escape route from the tenements.

Madhand Mulvaney: Nice job - I guess the early reports about you were wrong. When you're ready, meet me back in the Marketplace. I'll have a little reward for you then.
