Does Deception affect your Threat?

Not sure about Threat specifically, but it's known to wreak havoc with aggro. One person with Deception on can make the tank lose aggro in a raid and make it impossible to re-establish, and it can sometimes make mobs go completely non-responsive. More buggy than WAI though, I'd expect.

I'm a bit confused about the difference between Threat, Aggro and Hate. Aren't they the same thing?

But I found this thread that seems to cover what you said. From this, it looks like it would actually work for a Pally tank.

As I understand it, Threat and Hate are the same: The total amount of damage dealt to a mob, modified by either Incite or Threat Reducition, with the name of the charcter tied to it. Under normal circumstances, the toon who is on top of this list is attacked by the mod, and has his aggro. However, e.g. Bluff can change the aggro of a mob without putting you on top of the hate/threat list. Krlkch (ContributionsMessage) 05:49, April 15, 2013 (EDT)

Ring of Lies and Deception/Improved Deception[edit]

Regarding "The Improved Deception on Golden Guile and Ring of Lies applies to your currently equipped weapons [...]" and the inclusion of the Ring of Lies in the list of items with Improved Deception. The Ring of Lies text reads Deception, not Improved Deception. So I'm confused. Was it included as an example and as a member of the list in error, or does the Ring of Lies actually have Improved Deception even though the text only reads Deception?
