This page could use more detailed information regarding how dungeon alert is calculated.

From my observations I don't believe it is simply one enemy contributes the same amount of alert in all circumstances.

For example, sneaking near a group of enemies that saw you when you began sneaking will cause them to continually alert one another and increase dungeon alert(possibly indefinitely?). Similarly, enemies seem to gain more alert than what is lost when you become incapacitated, stop attacking, and then you recover.
