If you try to talk to her before Stained-Tusk, she will tell you:

After you get the quest objective "Speak with 'Mad' Anne Rackham", she will tell you:
- Mad Anne Rackham: As I scrabbled to shore from the burning wreckage of the Banshee, that cantankerous little pus-ball Skartongue tried to hogtie me and put me in a stew. He couldn't hold on to me, of course, but I want him dead all the same. Kill that kobold for me.
- You: Killing a kobold is bound to be easier than killing an ogre.
After you kill Skartongue, she will be relieved and tell you:
- Mad Anne Rackham: I am glad that diseased little kobold is gone—his sort deserves worse than death. I will make sure to let Cage know everything you did for me.
