1) When you create a character how much do you get to spend on equipment?
2) Do you gain ability score bonuses as you level?

- 1) no, unlike PnP, you don't get gold to spend on equipment during the character creation. you get starter equipment by doing the tutorial quest.
2) yes, at lvl 4, 8, 12, 16, and 20, you are allowed to increase ability score of your choice by 1. 3) no, Oversized Two Weapon Fighting is for wielding rapiers and non-finessable (strength based) weapons on your off-hand.
